Reparația capitală a acoperișului clădirii fostului Colegiu Pedagogic din orașul Călărași

Conform Legii nr. 982/2000 privind accesul la informație, solicit următoarele informații de interes public:
1. Cum se explică faptul că prin Decizia 03/10 29 septembrie 2022, (Nota explicativă la propunerile de modificare a bugetului raional pentru anul 2022 pentru Ședința Consiliului raional Călărași din 29 septembrie 2022), la partea de cheltuieli este alocată suma de 4 738000,6 lei pentru reparația capitala a acoperișului clădirii fostului Colegiu Pedagogic din orașul Călărași, anunțul de participare la licitație s-a făcut pentru suma de 3948793,42 lei, iar oferta câștigătoare este de doar 2823 906,63 lei? Cine face estimările și de unde această diferență considerabilă de preț?
2. Înainte de a purcede la schimbarea acoperișului s-a realizat o expertizare tehnică a clădirii? Solicităm un document doveditor în acest sens.
3. Care a fost raționamentul de a schimba acest acoperiș de vreme ce școala este închisă de mai mulți ani, iar clădirea este într-o stare deplorabilă. În ce va fi transformat acest cămin?
4. Există cetățeni care au fixat, inclusiv prin înregistrări foto și video, că la data de 1 noiembrie 2022 lucrările de renovare erau deja în toi, iar desemnarea companiei care a câștigat licitația s-a făcut abia la data de 07 noiembrie 2022? Cum explicați acest fapt?
